Japan Considers Stablecoin Tax Refunds for Foreign Tourists

Japan’s transport and tourism minister, Tatsunori Ibayashi, told a parliamentary committee on October 21 that the government would consider using stablecoins to refund consumption tax to foreign visitors.

Nothing has been approved, but the remark links yen-backed tokens to a payment problem that begins on November 1, when tourists start paying tax up front.

What Changes for Tourists on November 1

From that date, Japan’s tax-free shopping system switches to a refund model. Visitors will pay the tax at checkout and get it back only after customs confirms the goods are leaving the country.

In a post flagging the minister’s comments, XWIN Japan calls getting that money to travelers quickly and cheaply a major challenge. Yen-backed stablecoins could be one answer, with refunds sent straight to a digital wallet and potentially available around the clock.

In March, JPYC and Japan Tax-Free announced a partnership to explore just this use case. And just hours before the minister spoke, XWIN had published an article arguing that Japan’s next breakthrough could come from connecting public infrastructure with digital payments.

“But this is NOT an approval or official adoption,” the post cautions. Wallet security and identity checks are still open questions, and so are anti-money laundering rules. How overseas visitors would reach the service and convert the money into their own currency is unsettled too.

In XWIN Japan’s view, the story is less about speculative demand for tokens and more about blockchain moving into everyday public service.

“If Japan can make tax refunds safer, faster and cheaper, the same infrastructure could eventually support transport and logistics payments,” the post concluded.

Japan’s Crypto Rulebook and the Stablecoin Race

As CryptoPotato reported, Japan’s lower house passed a bill in June that would regulate cryptocurrencies the way stocks are regulated. Gains now taxed as miscellaneous income at up to 55% could face a rate closer to 20%, and the bill may open the way to spot ETFs. It was expected to take effect next year after an upper house vote.

Abroad, Bloomberg reported in September that the Trump administration is weighing a push to promote dollar stablecoins overseas, partly to support demand for US Treasuries, which issuers hold as reserves. DefiLlama data puts the total stablecoin market at about $301 billion, with roughly $299 billion of it in dollar-pegged tokens, while those backed by the yen amount to just over $156 million, 82% of that consisting of JPYSC.
