According to Odaily, DOG Mode is an alternative Bitcoin client that relaxes the default relay policy affecting Ordinals and Runes transactions, but does not change the Bitcoin consensus rules.
This proposal goes in the opposite direction of BIP-110. BIP-110 previously attempted to tighten Bitcoin rules to restrict on-chain data.
