CLARITY Act Update for XRP Holders: What Trump Must Do Before July 23
Senator Elizabeth Warren sent a formal letter to President Donald Trump on July 16, 2026. Crypto analyst Diana (@InvestWithD) shared it on X, noting that the window to pass the CLARITY Act is narrowing fast.
Warren is asking Trump to voluntarily release an updated financial disclosure covering his cryptocurrency earnings through July 15, 2026. She set a deadline of July 23.
The Senate is expected to debate the CLARITY Act around that time, with some optimism that the bill will pass. Warren wants Congress to have the latest figures before that vote happens.

What Warren Is Asking For
Warren’s request centers on a conflict of interest. Trump’s most recent disclosure, released by the Office of Government Ethics on June 30, 2026, covered his 2025 earnings.
It showed he made roughly $1.4 billion from cryptocurrency ventures that year. That figure is more than double his total income in 2024. Cryptocurrencies account for the majority of his income
The disclosure also revealed that Trump Family Members hold a 30% ownership stake in DT Marks Defi LLC, a crypto venture whose assets include Coinbase accounts worth over $100 million and a 38.25% ownership interest in WLF Holdco LLC. DT Marks Defi LLC alone generated over $590 million in income in 2025. The family also holds a stake, through an LLC intermediary, in Stablecoin Holdco LLC.
Warren noted that Trump is not legally required to file his 2026 Annual Report with the Office of Government Ethics until May 15, 2027. That gap is the problem. Congress is debating legislation that could directly increase the value of his holdings, and the most recent disclosure does not reflect any financial changes since the end of 2025.

The Ethics Fight Holding Up the Senate
Senate Democrats have refused to advance the CLARITY Act without ethics language that bars the president, members of Congress, and their families from profiting from crypto assets while in office. The Senate Banking Committee voted 13-11 in May to reject a Democratic ethics amendment. The bill then advanced out of committee on a 15-9 vote without that provision.
The bill needs 60 votes to pass the full Senate floor. Republicans hold 53 seats, and at least two are expected to vote no. That math requires Democratic support, and Democrats are not moving without ethics guardrails.
The Narrowing Window
The Senate heads into August recess on August 7. Any failure to pass the bill before that date significantly pushes the timeline. Warren’s letter states that Congress needs “the most accurate information possible” while considering “ethics safeguards to prevent federal officials from inappropriately profiting from the very industries they are responsible for regulating.”
