Trump tweaks copper tariff rules ahead of refined metal review

The Trump administration is modifying rules for tariffs on copper products coming into the US, making it easier for importers to qualify for preferential treatment tied to metal produced domestically.

In a proclamation published in the Federal Register on Wednesday, the government adjusted tariffs on aluminum, steel and copper imports. It left unchanged a 50% tariff on certain copper products while lowering the threshold for products considered as being made entirely from US copper.

Previously, a product qualified as US-made if at least 95% of its copper content was smelted and cast domestically. The threshold has now been lowered to 85%. The proclamation also broadens product coverage by adding certain electrical conductors and cable products to the list of goods subject to Section 232 tariffs.

Attention in the metals market and industy is still focused on the administration’s pending review of refined copper imports, which were excluded from last year’s tariffs. Commerce Secretary Howard Lutnick has until June 30 to deliver an update to President Donald Trump on the US copper market.

That could pave the way for new duties on refined metal starting as soon as January. Such a move would have far greater implications for the US copper supply chain than Wednesday’s announcement, because domestic copper production falls well short of demand, leaving fabricators heavily dependent on imported metal.
